To apply for a residence permit in Turkey, start with your reason for staying: property ownership, family life, study or another recognised ground. The permit category determines the evidence you need. This guide explains the six categories, the e-İkamet application process and the checks to make before submitting your file.
Which Turkish Residence Permit Fits Your Situation?
The main categories are listed below. The periods are maximum limits or category-specific rules; they are not a promise that an application will be approved for that period.

1. Short-Term Residence Permit
Article 31(1) of Law No. 6458 on Foreigners and International Protection lists the grounds on which a short-term permit may be granted. They include owning immovable property in Turkey, establishing a commercial connection or business, tourism, medical treatment, scientific research and Turkish language courses. The permit may be granted for periods of up to two years at a time (Article 31(2), as amended by Law No. 6735 of 28 July 2016). Two grounds are treated differently and may be granted for up to five years at a time: investors within the scope and amount determined by the President, together with their spouse and dependent children, and citizens of the Turkish Republic of Northern Cyprus (Article 31(5)). Where the application is based on owning property, the nature and value of the immovable property that qualifies is determined by the Ministry (Article 31(6), added by Law No. 7533 of 21 November 2024) rather than fixed in the Law.
2. Family Residence Permit
The family residence permit is granted to the foreign spouse, and to the minor or dependent foreign child of the sponsor or the sponsor’s spouse, where the sponsor is a Turkish citizen, a person within the scope of Article 28 of Law No. 5901, a holder of a residence permit, a refugee or a holder of subsidiary protection status. It may be granted for periods not exceeding three years at a time, and it can never exceed the duration of the sponsor’s own residence permit (Article 34(1) of Law No. 6458). Where the person’s national law permits more than one spouse, only one spouse receives a family residence permit, though children of the other spouses may also receive one (Article 34(2)). The permit gives the right to education at primary and secondary level up to the age of eighteen without a separate student permit (Article 34(4)). Proof of the family relationship, such as a marriage or birth certificate, forms part of the application file.
3. Student Residence Permit
Issued to foreign nationals enrolled in primary, secondary or higher education in Turkey. Proof of enrolment at a Turkish educational institution forms part of the application file. One point is easy to miss when planning ahead: in calculating uninterrupted residence for the purposes of this Law, only half of any period spent on a student residence permit is counted, while other residence permits count in full (Article 28(2) of Law No. 6458).
4. Long-Term Residence Permit
A foreign national who has stayed in Turkey on a residence permit for an uninterrupted period of at least eight years, or who meets the conditions determined by the Ministry, is granted an indefinite residence permit by the governorate with the approval of the Ministry (Article 42(1) of Law No. 6458). The transition carries five conditions, not one: at least eight years of uninterrupted residence on a permit; no receipt of social assistance in the last three years; sufficient and regular income to support the applicant and any family; valid health insurance; and no threat to public order or public security (Article 43(1)). Holders enjoy the rights granted to Turkish citizens, with the exceptions listed in Article 44(1): military service, voting and standing for election, entry into public office, and duty-free import of a vehicle, subject to special legislation. Refugees, conditional refugees, holders of subsidiary protection or humanitarian residence permits, and those under temporary protection have no right of transition to a long-term permit (Article 42(2)). What counts as an interruption is defined separately: absences from Turkey exceeding six months in one year, or one year in total over the last five years, are treated as an interruption, other than for compulsory public service, education and health reasons (Article 28(1)).
5. Humanitarian Residence Permit
Granted in the exceptional situations set out in the Law, where a person cannot be required to leave Turkey. The duration depends on the ground relied on. A holder of a humanitarian residence permit has no right of transition to a long-term residence permit (Article 42(2) of Law No. 6458).
6. Residence Permit for Victims of Human Trafficking
This separate category covers foreign nationals who are victims of human trafficking or where there is strong evidence that they may be victims. It is initially issued for 30 days to support recovery and a decision about cooperation with the authorities. Extensions may be granted in six-month periods, with a total limit of three years. The ordinary conditions for other permit types are not required (Articles 48–49 of Law No. 6458).
Documents to Prepare Before Applying
Build your file around the selected category and the current official document instructions. A generic list is a starting point, not a complete checklist for every applicant. Review:
- Your passport or travel document, relevant copies and validity dates.
- The completed application form and photographs meeting the stated requirements.
- Your address and the accommodation evidence applicable to your situation.
- Evidence of financial means and health coverage, where required.
- Documents proving the ground for residence, such as property records, enrolment or family relationship documents.
- Translation, certification, apostille or legalisation requirements for documents issued abroad.
- Payment receipts and any additional documents requested for your category.
Check that names, passport numbers, dates and addresses agree across the form and supporting documents. Where an exemption applies, confirm how it should be evidenced rather than simply omitting the document.
How to Apply Through e-İkamet
- Choose the application route. Identify whether this is a first application, an extension or a transfer to a different permit type.
- Use the official portal. Complete the application at e-İkamet with details that match your documents.
- Save the application record. Keep the form, reference information and instructions provided by the system.
- Follow the submission and appointment instructions. Attend the required appointment at the relevant provincial or district migration office and present the requested file. Check the instructions for your particular route.
- Keep payment and submission evidence. Retain receipts and the records showing what was submitted.
- Respond to requests and monitor the result. Keep contact details accurate and address any request for additional information.
The responsible institution is the Presidency of Migration Management (PMM), known in Turkish as Göç İdaresi Başkanlığı. Its general residence information explains the application routes and appointment requirements. Submitting an online form does not guarantee approval.
Renewals and Changes in Your Reason for Staying
Extension applications can be made within the 60 days before the current permit expires and must be made before expiry. Prepare the renewed evidence early; do not assume that the previous approval makes the next application automatic.
If your reason for staying has changed, check whether a transfer application is appropriate. A change in family circumstances, studies or the property relied on may affect the ground for residence. Review the category and supporting evidence together.
Buying Property in Antalya: Residence Is a Separate Check
Owning a home does not by itself guarantee a residence permit. The official guidance requires a property relied on for this category to be residential and used as a home. Confirm the applicable property criteria and address eligibility before committing to a purchase.

If Your Residence Permit Application Is Refused
Read the written decision and record when it was notified. The reason for refusal determines what evidence, legal challenge or different application may be relevant. Do not assume that correcting a document, reapplying or bringing a court case automatically protects your right to stay.
